Il FIRA European Rugby Union Tournament 1938 è organizzato dalla Federazione Internazionale di Rugby Dilettanti dal 15 al22 maggio In Romania.

A differenza dell'anno precedente, solo tre squadre partecipano a questo torneo che si svolge a Bucarest. La competizione si svolge quindi sotto forma di una fase a gironi. La Francia vince il torneo grazie alle sue due vittorie su Romania e Germania.
